A lot of the time when I go into open crew I come across people that are so new to the game they don't know what to do and they end up being a burden to others or I find crew members that are just trying to destroy the ship and then leave. Then there are crews that are they just hanging out not even sailing they're just standing around on the island shopping doing what they want.
We need an option in open crew where you have a choice to spawn on an island a unique Island that is similar to a port town however the difference between this island and an outpost is that you cannot sell your loot, and you can hire crew members to join your crew. This would not be a safe space however so people can still kill each other attack each other or be an annoyance. You can also shop, drink, eat, sing, party. Anyone who has a captain ship the captain may go to this island and with a new emote for Captaincy can then hire crew members if they wish giving Captaincy actual purpose and a new way to connect with others.
What's this there would also be the option to kick crew members off your crew however not off the game. In order to kick crew members you cannot be in combat or at an active world event. And kicking crew members will have a very long cool down before you can kick anyone else to prevent it from being abused. Crewless players when they attempt to use a mermaid will respawn on the hub Island for open crew members Or spawn on a random island with a cannon rowboat. Both will be choosable after being kicked off a crew.
You can also rent a rowboat from the shipwright of the port if you are crewless it will not have any attachments however it will be a basic rowboat.
In order for a captain to hire a crew member similar to how guilds recruit members into their ranks while selling a captain ship you will have access to a new email to invite crew members onto your ship. You can do this with crewless players or say you come across a ship that wants to join your crew and the rest of his crew is gone you can hire him to your crew switching him from an enemy to a crew member.

They might seem contradictory because you're allowing griefing to happen before the boat is chosen but on the other hand you're able to see people that are going to be trying to kill you as soon as possible.
On the other hand what the OP is asking for a PvP arena/lobby he might not be able to understand is what is going to happen mostly with this is a bunch of players fighting everyone on sight defeating the purpose of it being a lobby to recruit.
How much gold do you pay to a crew member to hire them, and what's the qualifying feature (s) that differentiates that price? What if they lose connection to the game after you've hired them? Or quit after taking your gold?
The kick feature will be abused, regardless if you're at an active world event or not, regardless if there's a timer to it. I'm on a sloop. I invite you. We sail for several hours, collecting loot. I kick you and invite a friend of mine who just logged on.
