Xbox steam link help

I've been playing SOT on xbox app for quite a while. For some reasons that seem to be a bug i cant acces the app anymore. I linked my steama ccount and purchased the game on steam. When I log into steam will it force me to log into xbox app as well in order to link the account from Steeam's end? )that would be a problem since i cant log in from my device). And if it does force me to do so will it only be the first time or everytime i open the game through steam it will also need to log into xbox live app as well?
