Pirate Legends need more stuff to do.
A new unique voyage type which isn't more of the same.
Here's my idea:
You obtain a hand-drawn portrait of the pirate in the voyage's title (Three Sheets Neat, Grog Swillin Dillon, etc) and underneath it says "waiting for you at (nearby large island).
When you arrive you fight some Phantoms, they each may drop a Skull of the Damned or Skull of Ancient Fortune.
Then the ghost of the pirate from the voyage appears and gives you a book which chronicles their story.
The book would have a few pages each pointing you to do something on the island such as killing a skeleton captain, solving a riddle, fighting a phantom captian, lighting the island's beacon, etc.
There would be a mix of general challenges (light beacon type) and challenges which reward you with loot (skeleton captains, riddles), the loot pool would be similar too the Thieves' Haven run loot pool.
Finally, upon completing the book, you would fight the voyage title pirate themselves and they would drop their stash (comprising of a Villainous Skull of Ancient Fortune, Chest of Legends, several Captain's chests, a few gems or trinkets, and maybe some storage crates)
The lore reason behind the voyages would be that the Pirate Lord wants to test new legends' mettle by having them relive old legends stories. They would be called "The Re-telling of the (Legendary/Grand/Famous, etc) story of (Pirate name)"
I think this would be a fantastic way to make the Athena's Fortune grind fun and interesting - but it would only be the start of updating pirate legend, which seriously needs a content update to say it's advertised as the "real start to your adventure" and whatnot
