I did the whole sea bound soul tall tale but still did not receive the ashen dragon sails.

These sails are for completing all commendations under the Sea Bound Soul Tall Tale section.
So you need to do the tale 3 times and find the journals on the tale path too!

Have you checked out the Reputation/Tall Tales tab? It will give you a lit of things you still need to do. All the panes need a tick on them to unlock the sails.
@potatoskin1306 Io l'ho completata da poco, so che vanno ottenute tutte le onorificenze anche quella dei 3 manufatti e va completata 3 volte la storia. Controlla sul diario cosa ti manca per ottenere le vele.
