Issue with dual monitor setup (240hz+60hz)

Hello.
I have dual monitor setup (240hz+60hz) and whenever I tab out of the game my fps goes to 60-120, when I'm in game I get 180-200. This only happens with buffering set to double. If I set it to triple or quadriple the problem is gone. Also same thing happens if I record the game with OBS running on my second monitor with preview on. If you turn preview off it will be fine again. The only fix is setting buffering to quadriple.
My pc specs:
Ryzen 7 3700x
RTX 3070
16GB DDR4 3200Mhz
Windows 10 ver. 2004
Steam version (game installed on m.2 ssd)
Adaptive sync and G sync is off
Ingame v.sync is off as well
