So what stops the many other things which players did with safe zones during testing? Ramming ships out of the area, using various parts of it and being immortal while doing it, firing in from outside of the zone, using kegs to cause damage regardless, camping the edges of the zone, and various other things? And what's the point of a safe zone if a ship approaching can just disable it anyways?
@ultmateragnarok They could make multiple docks(enough for each ship in the server) that you can lock up to protect your ship from enemy fire(could be a fort wall or a magic wall). Or a better idea would be a cave next to the tavern that is a protected by a barrier, you sail in one ship at a time and park which will then activate a water elevator that will take your ship down(out of the server) under the Arena tavern so you can enter. Then you could either leave out of a different cave or if you could do something really cool like immerging from the sea at a random location near the tavern(or heck let you control the ship as it slowly rises) like the skeleton crews do. there are tons of options. Just have to get creative

And what gameplay purpose does this serve? Just because the ship can't be hit doesn't mean you can't flee to it in a chase, and just because the ships come up elsewhere doesn't mean you can't camp that exit. It's just a worse bottleneck than having to camp an entire border of a large area. Additionally, the skeleton ships have reasons they come up like they do. They're living wrecks that refloat themselves after defeat, they bail all water out and repair themselves with no help from the crew. As for the Sea Dog's Tavern, the Portal that they built it on is something we don't have control over, but using it for its already intended purpose - as a gate to a portal network - is far better than whatever nonsense that can be thought up for a 16th century water elevator.

Portal? I've never seen a portal in game... The elevator is just a way to hide ships from enemies while you are in the tavern as well as a way to get into the tavern that is away from enemy ships(so they can't just blast the doorway to the tavern.). Nonsense? What do you have against water elevators?

Your suggestion of having a separate point where the ships spawn also doesn't prevent other crews from sitting outside of that point instead and trapping crews within.
For the ships rising from the water, the skeleton ships do have reasons for what they do, which were explained in-game through various journals, mentions and visual clues. I don't have to make anything up, it's all already there. Just because you didn't go off and find it doesn't mean it doesn't exist.
You've never seen a portal in the game? What about the many spread throughout the world, such as the ones that lead to the Athena's Fortune? Or the inactive ones in sites of various Ancient and Merfolk areas? Or the giant archway, positioned right in the center of the Devil's Shroud, which gives signals every time someone enters the Sea of Thieves and is positioned directly above the center of the Sea of the Damned, which just so happens to have a tavern built on it? As for the water elevator, what do you mean, then? Do you have a design or description for how one would work? If so, I'd like to hear it - maybe it's more plausible than I thought. The idea of preventing players from essentially blocking the tavern door with explosives is well enough thought out.You can flee from a fight into a safe zone. How is that a problem? The only time you can use it to escape is if you're right next to it when you are running. If you're worried about loot(I really don't know why people care about something so worthless) you can just have it taken by the arena people. "all treasure will be confiscated before entering."

It would take at least 3 or 4 galleons to trap people. Just make the area larger. It's not a problem that's at all hard to solve:
- You can have it random spawn people up as far as possible away from other ships.
- If they sail from underwater then you can give them control to maneuver away from ships that they can see above them.
- You can have multiple exit points around the map(use the portals or whatever)
Lots of valid options.

I was saying that just like they made up that reason for the skeleton ships they can make up a reason for our ships too. It doesn't have to be that. I just think it would be really cool and would love to see much more underwater elements added.

The way I imagine it is just like a water elevator irl
You sail into a cave that's blocked off with magic or something that curses guns and cannons like the CCBs. Then once you get in you position your ship within the boundaries of the elevator and activate the elevator(could be player activated or NPC activated once you're ship is docked correctly) small wall closes you in and the water level drops. Lowering your ship down the tavern entrance below. While your ship descends the game will switch you into a separate instance(so that other ships can use the elevator) where your ship will stay until you leave the tavern.And the arena tavern cloud be a portal too which leads to different worlds like in the art book the expansion of the ferry of the damned and something new and a friendly place and the portal will be in a safe zone or something like that and you can use it if you reached level 50 in one of the factions or for pirate legends it would be great
