Alright.
Say everyone agrees to Submit to doing this voyage, everyone joins (what the OP wants) a new server dedicated to this voyage.
Now the voyage itself is...a voyage, not a tall tale or anything. So you dont have to go straight for it and there is not time limit.
So you have a group of ships together in there own little pocket, trying to do the voyage. But you dont really have too. Since when you dig up the two items a beacon appears, revealing where they are. So you can just wait (as many do) for someone to collect the them both and get the skull. Fight it out at the final island.
But again, they are in there own little Server to do this. As the server is a copy of adventure, you can do everything else while everyone looks for the items. As said: You can fight Megs, do a Fort, FoF, FOTD etc... Without worry of someone 'ruining' your time.
So yes, It will be a PvE server, like Alliance servers. But this just extra steps to lock down a server. If a server of 6 ships, gets 5 to agree to not finish it.
That is how this little thing will turn into. Im surprised you dont see it, it not that hard to fully understand the minds of pve wanting players. It logical. ^_^
I'm surprised you overlook the fact that it's people opting in to the voyage to progress their allegiance in hourglass and make progress on their curses. You act as though it's a forgone conclusion that servers will be full of PvE players exploiting the system.
In reality, it wouldn't be used for that at all. All it takes is a couple of those ships to be there for the hourglass fights and one of two things would happen......
Either those ships finish SoSS and thus end the encounter for the server........
Or those ships open the skull, go hunt down the PvE players to get easy hourglass victories, then go finish SoSS.
The risk of actually running into PvP players in an hourglass setting would deter PvE players from trying to exploit this. And there would be PvP players there. The chance to have multi-ship battles and have it count towards allegiance would be a solid update to hourglass in general.
I'm surprised you don't see it. It's logical. ^_^
