I’ve had this idea for a bit now, but maybe instead of having the outpost a safe zone, it’s just that PVP is “illegal”. It could be that you lose gold or reputation or get a bounty on your head for killing other players in the outpost. Maybe there could be some type of Outpost Reputation that you gain by finishing quests for any faction and lose by assaulting/killing players on an outpost. The less outpost rep you have, the less things you can buy or do.
So basically, players will be less inclined on killing because they know that there are consequences that could waste hours of playing/grinding.
Just a quick idea because I hate seeing the community being so ripped apart. I remember the good old alpha days where there wasn’t much conflict.
TL;DR
Make players less inclined to kill in outposts by having consequences with gold and rep.
