I'm not finding it rare. I can end a session with 4 stacked on my ship - just sail around checking out islands.
Definitely more plentiful than the Horn of Fair Winds.

Would be nice if the new voyage was unable to be voted down and make it completable by other crews. After the first week, it's surprisingly difficult to find people doing this voyage now, and it seems like the moment you start sailing towards them and they slightly notice a ship in their vicinity, they cancel the quest and dive to a new server or scuttle. This has now happened to me 12 times out of the 15 I have found doing the voyage this past week. The easiest way to even be able to steal the skulls is to just camp Reapers. Hopefully changes can be made soon.
Hey Everyone, with today's hotfix delivering some improvements to our Season 16 features I wanted to jump back in here and share a quick update!
We've taken the game down today to deliver a small hotfix, addressing a number of issues that were identified following our Season 16 launch.

Will there be a fix to the Emergent boars and constantly empty wallows on High Seas soon?
Also, is the Reaper commendation "Reaper of Master's Offerings" supposed to require 360 items sold?
You only get 2 items (Casket of Gilded Bones and Reaper Master's Urn) per voyage, meaning you have to do a minimum of 180 Reaper voyages.
They seem backwards when you compare them to the commendations for the other new Reaper items, where you get 3-4(?) per voyage and you only need to sell 90 in total.

I don't disagree with you at all. 15 might've been doable for people playing the first weekend non-stop when everyone was trying the voyage but 5 would be much better for a doable comm. Anecdotally, the last 3 days I have played roughly 8 or more hours each day and have only seen one being done!!! Last week I saw a bunch, but they would all cancel if you got anywhere near them, as I mentioned.
Crazy that I called this happening, just like I called it happening to the SoSS, and I gave Rare quite a few ideas (as did others) to make the voyage rewards incentivized for people to actually WANT to do it, instead of only making it worthwhile for playing chasing the comms and cosmetics, but not viable or necessary for the majority of people who just want a fun gameplay loop.
If you make something high risk, the reward needs to be equal compensation. That means; give us a tangible reward, like allowing the players who complete the quest and get the skull the ability to see every ship on the map (regardless of if they have an emissary), or give them the ability to hide their Reaper flag from the map, or the ability to summon a skeleton sloop that follows and assists your ship in defense, or maybe you can stack all of your loot on a large pad next to the dock at Reaper's and when you hand in the skull, all the loot you put on the pad is immediately sold. Basically, the ideas are endless and my point is that if Rare wants these newer voyages to succeed, especially ones that literally mark you on the map for all to see, then they need to start coming up with ideas to promote player engagement that differs from the same old gold incentives, because not many players who want gold are going to mark themselves on the map in order to get it. Plenty of much better options exist. On top of that, Reapers are supposed to be the hunters of other players, not the ones marked on the map doing a quest, inviting others to hunt them down. Sorry for the rant XD
Since it's been dealt with, I had hoped the fix for the broken Ashen Lord raids would be included here, but no such luck. Hopefully we won't have to wait a month for that fix to go through.
Checked back into SoT after 2-3 seasons. Did some PvE to relax and saw a Galeon on the horizon and got chased by them as usuall.
They managed to anker me SO FAST with this Cannon of Rage and grapling hook, it was ridiculous! Why can you shoot players out of this canon? Beeing at best an avarge solo player this feels very disappointing. Sure, I can "get good" and defend their boarding with blunder, but for how long am I supposed to do this?

Am I the only one who thinks this athena event in season 16 is completely ridiculous? I mean 15 ashen chests of legends in a single fort vault, come on Rare. The over abundance of past challenging to acquire loot now spawning in at a fort that you can dive to 2 mins after starting your session is only destroying the already suffering over inflated gold economy. We really need some massive gold sinks soon to keep players actually doing things and caring about loot.
