@i-instinct-i347 EAC is not installed on Xbox (apparently) but if you have proof of people cheating, you should report them to Rare via support on this site. Anti-cheat isn’t just a one stop shop solution either, new cheats will come about and adjustments will have to be made.

Xbox incorporates robust security measures. In the event of a data breach, the console will be banned, necessitating the purchase of a new console. This approach reduces cheating and increases revenue for the company.
However, the PS5 does not have these same measures, which is why the anti-cheat was implemented before its release. So, if you're looking to blame a console, it would be more accurate to consider the PS5 players.
Riddled is a overstatement to say the least. The game does have bugs/lagspikes that makes certain actions people do, look like cheats. If you believe someone is cheating, record it or/and report them and send it in a ticket to Rare.
Cheaters will always find ways around anti-cheat, it does sting more in SoT though since you put time into something and then everything can be gone within seconds.
You bring up proof but then largely focused on "aimbot"which is just you/others saying "I think these shots are too accurate so someone must be cheating". That's not proof, that's not even strong evidence. In a game where some players are very very skilled/accurate it's not even unusual/suspicious, it's just treated as if it is.
That's not to say that cheating doesn't increase in between ban waves because it likely does in one way or another but people so often say things like "aimbot" and "esp" which people can't even prove. They are claiming security/enforcement incompetence over "I think someone is cheating so they are cheating" or "I think I saw cheating so cheating is rampant". That's not really data, that's just venting in a way that is taking out frustrations on people.
An example of these exaggerations is aim assist for controllers, aim assist in this game isn't as helpful as some claim it is, it's clunky and far from smooth or accurate assistance for a lot of people, yet so many (thanks to narratives coming out of streaming) are acting like aim assist is some sort of high end aimbot, acting like shared servers are all of the sudden filled with aimbot controller players.
People just take narratives and run with them. Not often are they fair or accurate. Certainly not "proof" based.
The game definitely uses EAC, it’s in the games files, even the executable is EAC.
The problem is, people find work around, EAC doesn’t prevent all cheaters, but the program constantly evolves to combat each work around developed. Without it, the game would be unplayable like GTA Online on PC.
You will never combat cheaters 100%, but with EAC it is a lot less of them compared to no AC.
Since EAC was added, I’ve ran into 3 cheaters using invisibility, teleportation, invincibility. Before EAC every other session we had kegs dropping from the sky, teleportation, flying pirates, god mode, it was almost unplayable.
Also, it is nearly impossible to cheat on Xbox, and when I hear someone accuse an Xbox player of cheating I can’t take them serious. The closest thing to cheating on Xbox is those devices where you can install scripts to turn up aim assist strength. Aside from that, Xbox has very strong security measures, Xbox uses its own proprietary OS which does not support third party software unlike Windows, so it is impossible to install cheat programs on an Xbox.
Even the Xbox 360 was impossible to cheat on without using a USB stick but even that was fixed with the Xbox One and especially on the Series X/S. The PS3 could be “jail broken” but that ended with that generation, the PS4 never suffered the same exploits as the previous gen and the PS5 security got even better over the PS4, so you are definitely not running into cheaters in console only sessions.

Don't know what to tell you, when you provide valid and appropriate proof they do take actions and do tell the outcome.
Your claim tells me that your proof either didn't suffice, or was investigated and showed to not be a case of cheating, and a misunderstanding or impression of it on your part.

The point is that contrarily to your claim, Rare does tell the outcome and do look into matters when they find ground to punish someone. More reports simply helps shed more light on a problematic user, so do your part and report something if you see something to help out. (Or keep doing it, even if you feel Rare does nothing, I showed proof they do)

Doesnt work,its forced crossplay on Xbox..even if you option out...if not enough consoles they will mix Pc´s in servers on controller onlyIt's an opt out preference sure, the system does what it can to match people accordingly. It's weird how there can't be enough xbox players to fill a single servers. Maybe most people don't fear PC players that much? Again, how do you know where people are coming from and what they are playing on?
I started playing during season 9 and the main reason I even began coming to the forums was to see what was being done about cheating. Prior to EAC, especially during season 9, cheaters were rampant. And I don’t mean the subjective determination type of cheaters (ie; aimbot), but the blatantly obvious cheaters flying around dropping kegs and more.
Since EAC was implemented the cheating situation is far, far, far better than it was. I’ve reported 2 people during season 12 for cheating and both were banned, as confirmed by the email Rare sent me stating “a player or players you’ve reported have been banned”. Those particular cheaters were at least teleporting and invisible, and they were probably using everything else as well. I record all of my fights (when I remember), so I had those videos ready to upload for Rare's viewing pleasure.
For the record, I spend most of my gaming time doing HG or engaging in PvP on the High Seas, so I get plenty opportunity to run into players who might be cheating. There is zero question that EAC has been an incredible help, and actually without it, I’m not sure I’d still be playing because I was extremely frustrated by cheaters.
It sounds like the suspected cheating you’re encountering is aimbot. It’s difficult to prove aimbot, it can also be difficult to identify aimbot. There are players who are really really really good at firing their guns, how do you know they are cheating? In previous seasons I encountered players who could shoot through objects, I’ve been shot through the hull of my own ship before while I was underneath it.
I only play on PC so I can’t speak to cross-play options.
Absent of video evidence it’s really difficult to identify aimbot, and actually with video evidence it’s still complicated. I’ve spent time (prior to EAC) watching videos in slow motion in order to capture timestamps for reporting purposes, only to give up because, unless the aimbotting was especially egregious, it’s very hard to say definitively that someone is using it.
My question to you is, are you sure they’re cheating? If so, how sure are you and why? Do you have video evidence?
Rare will absolutely review submitted evidence and ban accordingly. I’ve gotten several cheaters banned (their easily replaced smurf accounts, at least).
As others have pointed out, an anti-cheat does not mean that you’ll never see cheaters, it’s an ongoing battle between cheater nerds and the EAC team. No game with an anti-cheat instantly and permanently removed cheaters upon installation. Rare will absolutely take action based on evidence, so submit it. Ranting on the forums does nothing for you/us.

The haccusate is strong at times in this game. I've been accused of 'hax' a couple of times during HG, as an old man using a controller I take it as a compliment. Some people don't like to lose and the coping mechanism is to throw the haccusate out.
Aim assist is there and can be good for some players and not for others. I personally have it turned off as I found it clunky. If you believe certain streamers, it turns every controller player into a pvp god, with 100% blunder snipes from across the map.
As for cheating, yup its still around but for me, a lot less than it has been in times past. I had someone attack my boat whilst fishing the other day, as we exchanged cannon fire, they suddenly appeared into my cannon and then onto my deck. I let them have my bait crate and moved on.
