Something that often happens is that people end up collecting the treasure while still in the shrine and then the treasure piles up around the mermaid (in the shrine).
You can try checking to see if that is what happened.
The mermaid should have smoke that makes it easy to see from your boat, above the shrine.

A crash at a shrine will often bug the mermaid out a bit but you can fix that by storing another item and then you should get the loot.
