This game needs more game modes. Let me explain. The open-world sandbox is a mode. A way to play the game. I'd love to see at least two other ways to play this game.

Single/Multi-Player Mode - In this mode, Rare would need to take all of the content they have produced in the past and package it into seasons, then players work through it either solo or together in a crew. This is essentially a single/group-player game with its own set of commendations and rewards.

Marooned Mode - So I had this idea while watching a streamer playing Open Crew. In this mode, you launch in and land on an island. The island has a rowboat somewhere on it, and you have to work your way to an outpost. In this server, there are only 6 ships (1 Galleon, 2 Brigantines, 3 Sloops). Each ship has "Articles" that you can sign on to. Once you do that, you are part of the crew of that ship. You can vote down the articles to leave that crew. If you are not part of a crew and die, you are tied to a rowboat, and spawn near your rowboat. Add in the ability to take the wood found scattered around to build a mast for the rowboat. You then have to find a sunken ship to get the canvas to make a sail for it. This provides an initial quest for the players, which would essentially make this mode an extension of the tutorial. The story being that you entered the Sea of Thieves and were sunk, being marooned on one of the islands. When you work your way to an outpost, you can go to the shipwright after you sell any loot you have obtained and turn your rowboat into a sailboat. This sailboat will be the size of a rowboat with one fore-and-aft sail set (Marconi Rig). If the rowboat had a bow cannon, it keeps it. If it had a harpoon, it keeps it. It just gets a sailboat hull with a small cabin with a storage locker in it. The whole goal of this game is to make your way to one of the 6 ships to join the crew. Once on the crew of a ship, there can be quests and storylines to draw the crew into adventures. Perhaps this is the mode that holds the Tall Tales.
One part of marooned mode (and I'm sure this will bring some discussion) would be the ability to join a Skeleton Ship crew. In marooned mode, patrolling Skeleton ships actually stop off at islands and go ashore. If you are on that island, you can either fight them and defeat them, essentially driving them off. However, if you parlay with the Captain, he will offer you passage on his crew, but you have to sign on to the "articles" of the Skeleton ship. You have to go where the ship goes and fight its battles (most likely playing the part of bailer during battles). The culmination of this gameplay would be you challenging the Skeleton Captain to take command of the ship and taking on a quest dropped by the Skeleton Captain. To take command, you have to put the Captain's Skull on the Captain's Chair of the ship. If you don't accept the quest, the skeletons will attack you and kill you, throwing you off the crew. If you take the quest and complete it, the skeletons will allow you to take them to the Reaper's Hideout, where you will be dropped off to continue your adventures.
- Adventure Mode - This would be no different than the current Adventure Mode, except it would break up the regions into different servers, each with its own ship limit (3-6 ships per server). Group the servers so that one group of servers is one world, and everyone in that group of servers has the potential to run into one another. This would allow world events in each region, which could be made unique to that region. The unique feature of this mode would be Captaincy. Expand Captaincy so that you can fully customize your ship. Give a variety of hull shapes and sail schemes to put on your ship. Change the ship types from Sloop, Brigantine, and Galleon, to 1-Masted, 2-Masted, and 3-Masted for Captaincy. This would give a much bigger visual variety to the game, while keeping the sailing features of the three ship types intact. Expand and enhance the quest types in this mode so that there is more to do in lieu of doing the Tall Tales, which would be moved to Marooned Mode.
This would give the game a story mode to follow with the Single/Multi-Player mode; a solo adventure mode of world exploration and survival with its own unique flavor in the marooned mode; and an enhanced and updated Captaincy for Adventure Mode. I'm sure there will be objections to one thing or another, but this is ideas I've had to throw out there.
