It's expensive, and captains are required to take care of their own ship. Those battle marks, regardless of how pretty your boat looks, shows what kind of craziness you've been through.
A very beat up boat can appear quite scary for those preparing for battle.
There's no in-game advantage to using it. It's not like supply crates or Captain's supplies. The only people that use it often are those who are under the incorrect assumption that a repaired ship takes less damage than a damaged ship.
There doesn't need to be an in-game advantage to use a feature like that.
Additionally, I actually use it quite often to make my boat look pretty again after battles, mainly hourglass battles. However, because the prices aren't biting my wallet as badly as buying the Merchant Alliance clothing from last month's outpost cosmetic additions, I can use it as much or as little as I need. Outside of needing to make gold so I can afford next months outpost cosmetics, these aren't giving me a run for my money (and since I don't sail on my own boats often enough, I'm currently complacent in this current state).
They even decreased trinket/decoration prices, probably for lack of use, and those would have been the PERFECT incentive for activity, as those were very expensive for your average player.

Trinkets are worthless lol
I don't like that I'm saying it this way, but I can't express how much more worthless a cherished trinket/painting is compared to the challenges of getting Gold Curse, Ashen Curse, Sunken Curse, or any other actual cosmetic someone is actually going to look at whenever they see your pirate.
Trinkets are a ship-only item that you'll only really see if you're on board. The only people that get to freely view and admire them, are the ship's captain, their crew, and any friendly guests remotely interested in knick knacks on a shelf. Otherwise if you're in battle, you're either sunk already, or getting feverishly spawncamped by the enemy players, and they'll comment more on your ship name, pirate title, any curses you have equipped, and any clothes you have equipped. Maybe someone might notice your weapon cosmetics, but outside of that, nothing really matters.
We have a progression system that undid whatever minor history a pirate has done 4 years before that point, and as a reward for creating as much history as you can... is a personalized shelf/wall item that has as much sentimental value as your bucket.
Point being, people are bound to see your hull much more than your funny little trinkets, and if you're worried how your outer-hull looks, you can pay to repair it. Can't afford it? Well it's time to start up a vault voyage and hope you don't get predated on by a Reaper V that just merged into your server.
Trinkets were poor incentive because they had no value outside of being a gold sink, and the veterans with too much gold saw through Rare's trick and simply knew better (also because trinkets can turn a boat into a rife lag-fest, so that easily couldn't have gone well).
