As I sad guys, I'm having this issue, it started this week, whenever I'm playing in fullscreen and I move my mouse up or downthe taskbar or the minimize/close tray shows up, I've tried all of the fixes including reseting the explorer and does not solve the issue, any more ideas what could do?

@raadioaktive Your post prompted me to look up a solution to a problem I have been having as well. I fixed it, so thanks! I am assuming it is the same you are referring to, the taskbar pops up mostly when using the equipment menu to radially select your bucket, spyglass, etc.
This reddit post gave the solution, but does require going into the registry.
Open the run command window (Win + R)
Type 'regedit' and press ENTER
Navigate to 'Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows'
If it doesn't exists Add Key with name 'EdgeUI'
Navigate to 'EdgeUI' key and add a DWORD key named 'AllowEdgeSwipe' and set it to 0
Run the game, you will see the title bar and it won't disappear until you press ALT + ENTER
Worked for me at least!
You can do the same thing by modifying the group policy if you're not comfortable with using the registry editor:
