See if SoT is disabled on the app.
Xbox app is horrible for PC users
You need to complain to Microsoft about this issue I already called them waited for 2 hours to talk to someone for them to tell me it’s the first time they’ve heard any of this. Also to remedy the situation I was already an Xbox insider they told me to download Xbox live beta app and see if it works better.
@kaladias Just went to say a year later after your post, and the XBOX app on Windows PC is still dirt.
I hate it sooo much. I shouldnt have to spend 15 minutes just trying to get me and my kids or buds into a group to play a damn game.
Oh and then the mic blasts everyone's ear out, so we switch to Discord.

I had/have this problem with loud static and read somewhere that you need to reduce your audio quality to fix it. I've had yet to try it, since I've basically abandoned using XBox App party functionality, so I can't confirm it works.
Go into sounds control panel (windows key + type 'sound' and click on the app that appears). Choose your speaker device, right-click and select Properties. Under the 'Advanced' tab, change the sound quality to "16bit 96000 Hz (Studio Quality)".
I'd shut down and restart the xbox app and then try party chat again. Reply to this thread if it does work or not.
