looks stupid to have 4 captains running around 1 ship. Thats what it looks like so maybe only captains load fancy hats and when your crew it's removed.

Well, I mean technically there aren't any Captain's in Sea of Thieves. You are free to play and look like the Pirate you want to be.
Allowing player choice to either wear or not wear a hat is important.
If you and your crew like to assign a Captain role, that's cool, why not agree among the crew to roleplay and have the crew dress down to their role while the Captain wears fancy pants, hats and the like.
@pikaaroon took the words right out of my mouth. Haha! It's better the game gives you the option to do this yourself.

This is exactly what my crew does. The captain gets the big hat, everyone else dresses down. It adds a little flavor and it's fun to see who chooses which hat for their time as captain.
