All hail the Pirate Lord

So I came across a book on Lone Cove, unfortunately I cannot remember the title however the context was that of the Pirate Lord. It also states that one must become a Pirate Legend first to know about such a lord. Is this a precursor to something greater or is this just something I need to be a Legend to get?
