Hearing People

Why is it that in some games I can hear people perfectly fine through my headset or speakers? But in others I can’t hear anyone but I know there talking because the talk symbol comes up? I get put in the brig because I’ve been told I wasn’t talking. So what’s going on? I play on Xbox One X
