Everyone is entitled to an opinion on how they would like the game, its not for just this type of player or that but everyone. That said, Rare have this designed as a SWAG (shared world adventure game) thus they have no intention of implementing safe zones. Look at this way, pvp players are ruining a pve experience for some right? Well hiding in safe zones is the same for pvp players because a ship scarpered into a safe zone. Alternatively a ship could have robbed another crew etc and if they instantly run into a safe zone that disables the crew that was robbed a chance at retaliation.
There was a time where you used to see ships once every 30 mins ish but admittedly the spyglass has made it alot easier to find ships but that should be a positive thing because no ship should be sneaking up on you now.
That said though, no one has considered why its almost instant pvp atm. Ive gone through a year of alpha and recently pioneer and I can tell you each new wave of people has the same outcome - everyone is gunho and then it settles down. Why? Because theres no risk in losing pvp atm, this is something that'll come about in the full game most likely e.g ship reclaim costs etc. When theres a risk to pvp then there will be a balance.
What does annoy me atm though, so many people are in discords/party chats. Use the in game chat, honestly the toxicity has been super rare and its a complete different experience when you can communicate to crews easily.
