We need better Sea Monsters

The current monsters we have be updated, made dangerous instead of sponges and are "Threats!"

@burnbacon yessss they really need to make/update pve encounters to make them genuine threats. One of the biggest strengths of games like ARC raiders is their balance between the types and difficulty of pve threats. In sot it feels like the "hardest" pve threats are only difficult because they have a big health bar. Can't remember the last time i was concerned about a pve threat killing me, let alone sinking my ship.
