Giant island with many barrels to get drunk, all the lanterns of the island are modified or change color by themselves.
Mini games:
Drunken race, reach the finish line but there are obstacles.
Drunken egg throwing fight
Drunken knife throwing fight.
Knife throwing with a score board but drunk.
Drunken balloon popping

I forgot to mentioned. On that island you are protected but cant bring treasure to escape. Unable to destroy parked ships
Events:
Protect turtle from the ship of the king of england.
Several people participate and it is all around the island.

Tortuga exists and is outside the Sea of Thieves, these characteristics you mentioned should be added to Port Merrick, without the part of being a protected place.
Honestly, I feel it could be a seasonal event with the protection.
Instead of an all year round safe theme park a seasonal theme park though I'm not even sure if protection is really needed specially when the trade off would have to be you can't sell treasures at the outpost.
