If there's treasure spawning in the secret rooms in regular sea forts, why isn't there any in the voyages? it just makes the secret room useless and there's no point finding the key anymore
If a new player finds the key on a voyage and opens it up to find nothing, then they think there's nothing in the regular sea forts, and therefore miss some loot, even if it's not much, or find their little investigative treasure hunt for the key fruitless
