Hi, I have been having this issue for quite some time now, but it wasn't always like this; maybe a patch that happened a few months ago or something, but now the game is almost unplayable due to constant graphics stuttering. At least every 30 seconds, the game will freeze up for half a second before continuing as normal. I can run the game on high graphics and everything. This doesn't happen in other games, even ones with higher graphical loads. Is it just me or are any other PC players having this issue?

@butterybarnacls Glad I'm not the only one (not to say I am glad you're having issues, but that its enough of a problem that its hopefully on Rare's radar). Hopefully the patch tomorrow fixes it.
@txcrnr I have experienced this as well. Even in the initial choose your voyage screen I get stuttering. And like you, all of the other games run fine. Waiting for this update to drop before filing for support.
I get this issue only if the Xbox app is open on my PC during a play session or on occasion if i have a browser tab (twitch) etc open in my second screen.
A fresh install and drivers update did alleviate the issue for me a while back but alas it didn't stay resolved for long. I haven't tried doing this again since.Just as an idea, but is the game installed on a mechanical or solid state drive?
If its on a mechanical drive, is the drive heavily fragmented? This game is primarily designed for consoles, so it tends to load textures from the drive instead of holding everything in memory so if your drive is fragmented it could be causing stuttering as it spins up and locates whatever its trying to load.
Its hard to say without knowing how your computer is set up, specs, etc... I would usually get graphic stutter sporadically when higher LOD models of islands would load in but my computer is an 8 year old i7 2600K with a HD6950 2GB video card so I kind of expected it to have issues streaming textures in and out of memory.

or can you not understand that? stuff helping you if you can't understand basic computing and have to be a rude person about itWell, in this case try updating the graphic card driver, if this works for you then well and good but if not then try disabling the game bar and game DVR or else allow the V-Sync hope this works for you to fix game stuttering on PC
