I've been on 9/10 on the Master of Black Powder commendations for at least the last 4 Stronghold Gunpowder Barrel handins.
Am I doing something wrong or is it bugged?

That commendation is from a previous event which requires you to sell the gunpowder barrels to the Merchant Alliance - other factions do not count for this commendation.

Was I being blind or doesn't it say that you need to do that?
(I only returned to SoT 2 weeks ago after 9 months away)
