Very surprised at this actually, and mad. after nearly 2 hours of farming battlegills, I got disconnected for inactivity. I suppose i hadn't hit wasd in a while, but I figured casting my rod was enough to stay active. Finally had caught the umber splashtail I was missing and was 4/5 on battlegills. Well, guess i'm done with fishing. I was mad enough that I was taking so long to find the sand battlegill but getting disconnected for no reason after all that work was annoying to say the least. Default skin fishing pole will remain.
Fishing should count as being active, for obvious reasons.
I see your point, but to do as you suggest would open an obvious loophole for AFK trolls to climb through.
We not just turn your head from time to time (using mouse on PC - not sure what the XBox control is) to have a look around. To do so is a good idea anyway, to ensure no nasty fish thieves are bearing down on you in their ship.

Who stands 2h in the same place without moving even while fishing? I dont think it is something bad to be identifid like a bot if you behave like one.
The same people who play this game like it's some sort of cookie clicker instead of an awesome pirate game, where you can be bearing down on a fleeing brig and then recoil in horror as the massive tentacles of a ship eating nightmare engulf you.
@guepard4 well when it takes 2 hours to find a rare fish its the fastest way, should i be jumping around in circles after each fish?

When you catch a fish you need to use "WASD"
AND
You can only have 6 fishes at a time on you (5 in inventory + 1 on fishing rod) after that you need to put them in a barrel.
So if you play the game normaly no it's impossible to be disconnected by a Lazybeard while fishing.
