Captain of the ship, rules

Hi,
Been playing sea of thieves now since beta, love the game and I think rare have done a superb job in creating such a complex but fun game. Along the journey and getting to PL I have met some great players and become friends with to continue the journey together. However sometimes these people are not always around to play and would find myself joining a random crew which I am sure we have all done. The problem is not newer players or not so good players, as I like to teach them and show them how to play the game, the problem is the people who just like to mess around, and can be very annoying. Like dropping the anchor every 2 seconds in the middle of the ea for no reason just to be annoying. One thing I was thinking that could be introduced into the game is to have an option from the main captiain to assign levels to his/her crew. For example cabin boy that has the anchor disabled and can not drop the anchor at all. Of course in a good crew the Captain and set everyone Captains at the same level. I know you can vote someone to the brig, but not everyone does or doesn't know how to. Just a thought so make the game more easier to play and more pleasant.
