No, push to talk is exactly what it says - you must push the key to transmit voice.
Its there to prevent hot mics from transmitting your TV in the background, screaming kids, barking dogs, and other background noises constantly.
But this means that everyone around me, when I have PTT on...can hear what I say...both people in my crew and people NOT in my crew. Is this AS intended?
@roastincoffee Yes. If you only want to communicate with your crew, invite them to an Xbox Party or, if on PC, use a third-party comm system like Discord, Skype, Teamspeak... w/e.
@roastincoffee If you're in a party chat, then your crew should always hear you. In party chat, PTT will allow you to press the button to speak in game, but your crew will hear you through the party chat regardless.
@roastincoffee Yes, that's how it has always worked and how it works in other games and comm apps.
Your voice comms are sent to your entire crew and to any other crew within range. If you don't have push to talk on, this happens all the time (aka a hot mic). If you have push to talk on, this only happens when you are holding the key.
@roastincoffee yep. If you have PTT enabled and are not pressing, no one can hear you, on crew or not. If you have PTT enabled and are pressing, everyone within proximity and your crew (whether or not they are in proximity) can hear you. This is as intended.

Got it! Thanks. I was really under the impression that there was an IN GAME way to only talk to your crew without using Party Chat.
I was also under the impression that while in Party Chat, you couldn't use game chat.
That is how it works on the Xbox, PC is different.
@roastincoffee Party Chat with crew if you only want to talk with them, switching to game chat if you want to communicate with others nearby. On the Xbox if you are in game chat your crew will hear you regardless of location, other crews will hear you if nearby - there is no push to talk on Xbox. Otherwise you need to get out of earshot of other players in the game if you want to only communicate with your crew.
Edit: I see I misread your comment I responded to earlier, so no it is not exactly like that on Xbox. This post should clarify that.
