I don't know how to post a photo, so I will describe the horrific nature of this incident.
today, I was doing the mercenary voyage to get the sails and hull before they are removed from the game, and I went to sell my loot at sanctuary outpost. The graphics look like a potato and a kindergartener had a baby then that baby drew sanctuary outpost. It was horrific. There were no people, players or NPC's on the island, and when I went to investigate, The game had an aneurysm. The game crashed before I could do the final chapter and receive my reward. Is there a reason the graphics were horrifying or was there a bug?

This happens from time to time, the island just didnt render.
Normally they look like that at a distance to save on resources and fully render when you are within range. This did not happen for you unfortunately. Your best bet is to sail away outside of rendering distance and go back or hit a different outpost.
Your image needs to be uploaded to the internet in order to post. You can use Imgur, Google Drive or One Drive for example.
Also, try to submit a support ticket to get your doubloons back since you lost them and the voyage
@archangel-timmy thanks, but my game pooped and crashed. There were lots of weird noises involved too. Oh well, there is nothing to do besides doing the quest again.

My experience has been that when this happens the only thing that will fix it is to restart your game. If you're playing solo, you lose everything because there is no way to rejoin. (I tried dying and respawning but that didn't work.)I have had this happen and tried sailing to other outposts but none of them would load properly. Some of the skull forts were completely invisible and the only things I could see were gunpowder barrels just floating in mid-air where there should have been towers or platforms.
You should definitely raise a support ticket with Rare to try and get your dubloons back.
