The Mercenary Voyage gives you 4 Voyages, A Gold Horder X Marks the Spot, Gold Hoarder Riddle, Order of Souls and a Cargo Run for the Merchant. Depending on which outpost you are on when you vote for the Mercenary Voyage, you always get the same Islands, for example, if you are on plunder outpost, you will get Snake Island, Cutlass Cay and 2 at Crooks Hollow. If you are on Dagger Tooth, you will get, Crooked Masts, Barnacle Cay, Crooks Hollow, and Krakens Fall.
Now due to that reason, I prefer that you try and activate the voyage at Plunder Outpost, the reason is, Most islands are small, also, 2 voyages are combined on 1 Island which is Crook's Hollow. So that makes a Total of 3 Islands and will get you to finish the Commendation Sooner with the same results.
