@krazyleon As @DISLEX-fx mentioned, you can report through the support section on the forums Here.
Or you can use the Microsoft reporting system on your PC or Xbox.Or you can do both.. :P

That was really strange. I would say it is for sure worth a report.
@krazyleon If you go on Game DVR, (Type it in on google) you will be able to get a link for the clip and can send the video footage to Rare with your report.

That player was in such a specific spot that I am wondering if there is some little known glitch he/she was taking advantage of. I'll have to mess around on a sloop and see if I can do it. It really does look like something that needs fixed on Rare's end.
Similar thing just happened to me; I pulled into an outpost port, started offloading my ship, when all of a sudden my ship was hit with cannonballs...then I saw one player [mod edit] jump off the front of the bow of their ship, and somehow got to shore (about 50 yards away) in less than 2 seconds (teleporting), and as he came out of the water his character was blurred and then went INVISIBLE, then somehow got beside my ship (another 100 yards away) in another 2 seconds (teleporting), threw like 4 firebombs at my ship (can that even happen?) at the same time, and then he somehow turned in 3 chests, a silver cup and a captain's key by the time I respawned, and then he logged out before I had a chance to defend my ship or retaliate.
