What if there was a Royal Navy. That would sail in fleets. I think it would help add more to the game. As well as maybe add to public events like they try and take over a pirate island, which pirates would have to defend.

Indeed sounds interesting and as other people said, it would be really cool if they can add AI merchant ships to go after and plunder before they reach an outpost. It would make the game more immersive but from the dev updates and discussions from weekly streams, they have other things in mind and also things that are currently in development(not related to these fleets or ships) for the future updates.
@goldphoenix1215 Ever since the beginning of the game many people have been talking about a Royal Navy like feature in the game. Myself included. I still think that it would be really cool. This would also make the islands more active.
