After completing 2 order of the souls voyages in Devils Roar, neither updated the Bilge Rat commendation for the Devil's Voyager.
Is anyone else having this problem?? Bug??

@captmorgan0077 Sorry to hear you ran into that issue. It is a known bug. That is if you had a server migration during your voyage.

Migrating servers (indicated by the on-screen riddle) with a message in a bottle or barrel map in your map radial will prevent any in-progress voyages from counting towards Commendation objectives.
There is a fix for it in the next update though!
