You should probably put in a support ticket for this item.
@biggie-tizzle i have also had this issue i have finally completed all 5 gold hoarders missions and had 1 not count on the way and just staryed collecting OOS finished 1 and spent an hour on the second OOS mission which did not count towards my total even when given the "mission complete" screen after completion... Really starting to get ticked off as i spend a lot of time that i dont have much of each week doing these missions to get accomodations and alas, they dont count and i keep trying... Very annoying and needs to be looked at... @Rare-Ltd

Sorry to hear you are having this issue, they are currently investigating the cause and believe to have a fix for it that they are working on.

With myself it happened after two server merges within 10 to 15 minutes of each other.
Others have also reported the same thing after a server merge during their voyages.@admiral-rrrsole this also happened to me and my husband after a server merge maybe that's what is making them not count. Its pretty frustrating because we would have been done with it already.
This is a serious bug that has broken the game. Played the Forsaken Shores for hours as a solo sloop to get a voyage complete, only to receive zero credit! Beyond frustrating and a total waste of time. This has happened to me twice, on two different days. Also, tried to do two order of souls missions on Flintlock tonight, and both times there was just the music on two different missions, but no skeletons would spawn, so I had to abandon the voyages! During gameplay, "the world is changing" message came up a number of times tonight, but I never really understood what it meant before. If merging servers robs players of their voyage after being tossed across the map, hours of traversing the map against a wind that seems to turn against where you're headed at every turn, repeatedly chased and griefed by PvP'ers who knew I had no loot, surviving the megladon, hounded by volcanoes, and then finally beating off waves of skeletons only to have the game say "Voyage Complete" and then not count it toward my commendations... stop the server changes!! Saw it multiple times tonight... Beyond infuriating getting no voyage credit toward a commendation after at least 5 hours. This has happened to me twice. Seriously not fun at all and a waste of my time, until this gets fixed.
@musicmee I have still got this issue... i currently only have 1/3 of the gold hoarder voyages I should be owed... 2 vaults and 1 regular x marks the spot/riddle.. Yet only one has registered... it has been over a week since the first one.. and still nothing.. this is ridiculous
