Although I don't have much hope for this does anybody know a place where I can buy the Mercenary Pack in which it doesn't cost an arm and a leg? I've been looking online for 15 min now and only found 1 site but it's around $90 Canadian. That more than I've seen the Ferryman set for and that's more rare.
Any help would be appreciated.
If I remember right; The Mercenary pack was only available from specific retailers in a few countries, it wasn't widely distributed.
My best advice would be to find out which territories it was originally available in, and if you're already in one of them, start perusing local stores for it, or local webshops.
A lot of players end up grossly overpaying for things like these, but you can still find them with a few licensed retailers for their original asking price.
My local Gamestop still has a SoT controller on the shelf, selling for around $55-$60.
The Mercenary clothing was a time-limited bonus, given with the purchase of a 1TB Seagate external Hard Disk Drive. If someone bought the HDD and has the DLC chances are they have either redeemed or sold it already.
If they haven't sold it yet and someone is willing to pay CA$90....then they will sell it for that much.
I'm not sure it is still in circulation officially, so, unfortunately, the price is set by who has it....and if people want to throw money at them, it can get ridiculous.
(and likely more so once there are fewer and fewer available)
It could be possible that it is only time-limited exclusivity, in which case should be available to buy in-game 'at some point'.

@dcr-lt-kanada It's quite rare, which Is why I make a point of reminding people to always check locally before going to Ebay or, Gods forbid, places like G2A and pay in triple digits for stuff that could still be selling for retail.
@triheadedmonkey I had to look it up manually, but the SeaGate hard drive comes with the Midnight Blunderbuss weapon skin, not the Mercenary Outfit.
As I recall; The Merc Outfit came with like a 3 month Xbox Live Gold subscription package, but like I said, it was only sold in a few select territories.
@tundra-793 ahhh brain f**t mush...yes the XBL was a limited time thing...I umm'd and ahhh'd about it and eventually, naaah'd.
I imagine it will be purchasable in-game later after the exclusivity period is up.
