The reapers mark is a great idea but the alliance flag should do the same now. Or have the option to show it. Like if someone wants to get in an alliance. Is in a part of the world with nobody around they could go to the map table, see another that wants to be allies and heard that way. Yes it could be used to screw people other but the reapers mark could be used to do the opposite and get alliances... Just really unlikely
The reper mark and allience flag
You could raise the reaper's mark and then when you see ships approaching, change it to the offer alliance flag? Much like Joe suggested in the Xbox interview that Frost et al could use it in that way for their Loot and Lore streams.

@disabledgamerjh Having the need to actually sail around to join in an alliance is another kind of balancing feature. I'm interested in seeing exactly how the reaper's mark ties into the Bilge Rat adventure.
@disabledgamerJH i don't think they should change the behaviour of the current alliance pennants. Quite a few times you only want to offer an alliance to a ship nearby, not tell the entire server where you are.
I think they should introduce a new "looking for alliance" flag that shows you on the world map like the Reaper's mark, but with the difference that only other ships flying the same flag can see you.
This would have the advantage of showing some intent (I'm not looking for PvP, just want to ally), but of course, pirates being pirates, you could "false flag" and attract unsuspecting victims.
I like Katt's idea above. That's one way to do it with a bit of risk.
I'll throw in a "I'd like to see" though. It would be neat to have two "boards" at each outpost.
One that shows you "looking for crews" (alliance) in the area...could follow the old thematic ways that happened in Tartuga. So if you have your flag up, you show up on that board so that someone could join and come find you.
Second board? "Wanted". That could be the reaper mark. Granted you see them on the map, but again, thematically, that would be pretty cool that you're all of a sudden wanted pirates that you're posted everywhere for folks to "find you".
