I would suggest a new way to give more meaning to the high rank of Legend Pirates. Because the game have a big component built on the player vs player fighting I think that can be a good tool for enlight the more talented, or smart, or lucky pirates in the game.
It would work something like that:
When become Legend the system would allow the possibility to engage a duel-like fight with other legend pirates, maybe through a system similar to the alliance one (with both side accepting), then who win the fight earn a little trophy (a number, whatever) and with a x number of that reach the Captain Legend level. When reached the captain level he must play for a minimum amount of hour per week if he want keep the title. If some legend pirate find a captain can challange the captain and, if win, take the title directly; if the captain win he take a trophy and maybe some other loot. Aditionally it can be created a list, maybe posted on the athena's cave, with all the active legend captain and their scores (challenger defeated and stuff like that).
With this kind of system (or something like that) the pvp would be increased between the legends (that are the people who most likely stop the game because tired) giving trophies, titles and fame to the strongest, luckyest, smartest, pirates of the game.
The not-pvp player will be uneffected by that because they will not change their style of play, when become legend they can accept or not this kind of fight, they just can't reach the captain level if they refuse the fight. This introduction would be reasonable indeed because a title like the captain legend would be symbol of high level skill of play and not just a hard work/grind reward.
The fight between legend (or captains) would refer to crew vs crew not only single vs single, maybe it can be selected in some way. Because I think that the defeat and winning must be connected directly with the sinking of the ship, not only the killing of the players.
