Uh...duh? As always everyone sees the game a little differently, we're individuals after all it's what we do. No one ever agrees.
But honestly, they never marketted the game as PvP specifically and all of the content is built around PvE. There are no trackers, combat is casual as can be and still use guns, nothing is gained from PvP except incidentally, and so on. This always was a PvE game. With PvP as a player driven option which can be explored. Yes, you can PvP. But the direction of the title never was. Literally every update since informs us of this fact even more.
No, I'm not saying PvP in the game isn't potentially intended, of course it's understood that it's something people will do. It's even got a couple of achievements surrounding the idea. So at best this could be called a PvEvP game.
But since Rare seems to love forcing us to make friends, break from anti-social isolation, and interact peacefully with one another for at least a little while.
Yea, makes sense that they'd introduce something that supports teaming up and PvE farming.
So yea, as the OP asks: The game rewards the CREW who turns an item in with 100% rep and gold, as well as 50% for every other allied CREW. Therefore it really is impossibly simpler to 'farm a server' and focus players on mutual PvE content exploration.
But don't worry - just as my crew and I were in a small alliance and refused to join another despite working as one on the Cursed Sails Pirate Ships, they didn't have the proper sails so... screw 'em I wanted the achievement so no buddy system here. It even led to us deciding not to ally up during turn ins. Heck, later still we took down a fort with our ships, easily of course, and other ships were in the area... non allied... and nope.. we took our bully crew and fired upon all in the area. No need to alliance, we're not here to split loot.
It wouldn't have cost us anything. But since you can still leave alliances and that can cost crews loot if they do it... players such as myself will simply take good care never to trust Rando's and will ally only when we're comfortable versus at default.
So yea, it's not that impossible to consider that not everyone will ally and that you might end up facing a small fleet. in fact, it's kind of fun to split the server into alliances of 2-3 and meddle with one another. Adds some depth to the game in a way.
