I just want to know if there is only one daytime for all server or is it diffenrent in all server.
I need to know that because with my crew we want to kill the last skelleton ship but we need to wait 6 hours if we want to be the 21.
We try to relaunch many times but we always comes the 6. Is it unluck or is it normal ?

You've not been unlucky, there have been several people that have run into the same issue. The current schedule of the skeleton ships is directly tied to real times, meaning that if you only play on a certain time you'll probably only see one or maybe two different ship battles.

As @KingYellow stated already, all the servers have the same time so it's no use switching servers to try and find another battle. The times will however stay the same on each server as "server hopping" isn't something that needs to be promoted and this way timed content will always start at the same times on all servers.

Rare has however heard the concerns in this Megathread and said the following:

For Week2's set of battles we are offsetting the IRL time these will be available. This effectively means that for Week2's encounters you will be tackling a different crew in a different sea region. The battle will still be available for the same Game and IRL length of time and the Outpost Banners/Pocket Watch will still point you to the right place.
We will then do the same offset for Week3's set of battles so that players who have a fixed play time slot will organically encounter the 3 regions battles over the course of the campaign.

This will mean that after the patch tomorrow you'll definitely see a new skeleton crew and by defeating all three crews you'll be able to buy the Bone crusher ship cosmetics from Duke in the tavern.
