I have a rather perplexing issue with my account concerning Gold Hoarders. I can cycle through a handful of missions and each time I'll get 1 voyage maybe 2. When one of those voyages is an X marks the spot it's always just 1 X and that's it. I have yet to have my voyage wheel have more than 2 missions yet other friends of mine that are legends or level 50 on Gold Hoarders routinely fill their wheel up with voyages each time they lay one down and their X marks the spot usually has 3 or more spots to dig each time. Please look into this Rare. I was going to create a support ticket but I can't find a link to do so.

The game is very RNG, sometimes I get this, then a week later I get nothing but full radials... it's just like that sometimes.

@Musicmee said it pretty simply. bad luck, not likely broken. Thankfully Rare will investigate if you submit a bug report or sans investigation will discuss it with you the same.
But so long as the maps work and you can get the loot and full credit. This doesn't sound broke, just unlucky.

If you play solo it's normal.
It's still random but you have more chance to get less maps in a voyage. So it doesn't always take tones of hours to finish a voyage ;)
