This is basically like the really bad death tax that happened but more meaningful. Basically, if you scuttle your ship, you have to pay a fee. We know that if you are being chased and they keep shooting at your ship, if they sink your ship you don't have to pay a fee. BUT with scuttling, not only should there be a fee, but a timer as well after you sink or skuttle. For example, you sunk at a fort, you no longer can go skuttle to get your ship closer to the fort you were at.

The whole point of the scuttle feature is to be able to escape from greifers or a toxic situation so i dont agree on therr being a tax or something of the sort on it.
I DO think a bigger respawn distance needs to be implemented though so its not abused at forts or losing battles in general. If you lose a fight you shouldn't be able to scuttle and respawn an island or two away@shuoink erm, the respawn is VERY far away, half way across the map. How ever, people do scuttle yet again to spawn closer to the islands they were at. Which is why I suggested a scuttle timer

Scuttling the ship was added to get the ship unstuck if it does not work it out by itself, or if you are being griefed by other players. Since those are the primary intended uses of the scuttle feature you are basically asking that people using it for those purposes be punished because they are having a bad experience in-game.
It would make more sense for Rare to come up with better mechanics to stop people from abusing mechanics in the game rather than attempt to punish everyone using a mechanic regardless of how it is being used.
I honestly feel like if you are being sunk more than 2 times within 30 minutes in the same zone to the same people then odds are you just need a forced server change. We obviously get into issues like the players needing to either die or take their mermaid...but after their ship goes down one of those two things will happen once they are flagged for change anyway.
