So the current patch broke athena's quests to the point we can't get them done. No order of souls quests for Legends work as the captains cannot spawn.
I'm sorry rare, but this is an unacceptable bug. We "rarely" get anything else to do, and now the one reason to be a legend means nothing.
according to an article from microsoft themselves "... When you embark on a pirate legend voyage it leads to ancient chests, which are the best chests in the game. They’ve got unique clothing and weapons inside; only the pirate legends can dig them up but when they’re on a ship, anyone can steal them.”

how about when chapman said “One of the first major updates we want to add is the idea of Pirate Legends becoming Legendary Captains,”

what about Chapman saying "You leave the area by sailing out through the waterfall, like Batman leaving the Batcave, and people will know you’re a Pirate Legend when they see your ship in the world.”
nope the batcave is empty and useless. sometimes the vendors in this "batcave" have nothing in it.
You have to do better rare,
I know there are only over 5000 legends last time you announced, but their mistreatment leaves pirate legend like a chest of legends that you open, only to find nothing inside
(or a little note inside the chest of legends saying "the friendship and adventures you've had along the way")
