One could argue that skeletons are currently too easy. This game is designed for a wide variety of players -- some who enjoy twitchy action and some who prefer more relaxed play -- so I'd say the difficulty is okay.
But if Rare wants to increase the difficulty of combat with skeletons, it should be done in ways that don't feel like skeletons are cheating.
Currently, it is not uncommon for skeletons to be immune from sword stunning, to sword-lunge without charging up the attack, or to shoot through a ship wall after a pirate hurries behind cover.
Of course, players defeat skeletons in cheesy ways too. That should be minimized as much as possible as well. I just hope these skeleton behaviors are accidental and not ways to balance combat.
Also, for now, skeletons fight basically as pirates do (minus the Eye of Reach). But I wouldn't mind if they learned a trick or two in the afterlife.
