To pass the time and practice my aim, I usually shoot the bell on the ship to see if I can make it ring whenever we're sailing around. I had a thought about some On Board entertainment ideas.
The Shooting Gallery feature can first be implemented at Outposts and if you earn such a title/buy the ship add-on at the shipwright, then you can have it on your ship.
Maybe in a future patch, you can implement ships that have certain number of empty slots for add-ons from the shipwright. (Sloop - 2 slots, Brigantine - 3 slots, Galleon - 4 slots). Add-ons can be cosmetic entertainment (a bar/tavern on the deck), defense (defensive roof)/offensive (extra cannon ball barrels on top deck) play styles.
Shooting Gallery (Solo or Competitive/Betting System).
You can have something as simple as the target practice bulls eye from the weapons forge merchant from the outposts. Or something that pops up from some barrels.
You can pick difficulty: Stationary or Moving (swaying side to side or popping up and down)
You can just shoot at it for fun and it'll give you a hit marker if you do hit, or you can have a little chalkboard with details next to the bulls eye or "behind the line" marker on the ship where you need to stand to activate the shooting gallery/interact with settings.
Microtransaction Idea: Buy different cosmetic shooting targets and add-on games. Like breakable glass is a $ microtransaction where the wood targets are free or different wood targets are in-game gold.
Competitive/Betting:
You can have multiple modes, one for betting gold against your fellow crew members or to settle parlay disputes with enemies or to decide who has the bigger cut of the split treasure. You can make this system even more eleborate if you want with stakes entered like sinking enemies ship if they loose. You can have brackets so each crew member has to go and the best average wins, etc.
