With rare obviously going down the "you need more than one crew to complete new content additions" again with the Skeleton Thrones event, and I assume they will do it again for other events/updates, as with the Hungering Deep I assume we are going to see loads of players pleading with others to help them to complete it again a couple days after launch.
We will see the deckhands time and time again having to create threads on the forums asking people to sign up to help those that havnt been able to complete the event all because you cant get someone to come along and help, and then even if you actually know of another crew willing to help you in the real world they cant, why because you have no way of getting friends/volunteers to join you on a server in another ship, you simply have to rely on the luck of the draw of finding someone on a server willing to help!, you could try server hopping to find them but this is a time consuming hit and miss thing (believe me I tried doing this to help my son and his friends, I gave up after 39 server hops sailing to a point and not finding them).
So whats the answer, to me its simple, make it so you can join friends on a server on your own ship, make it so it is limited to a maximum of 2 ships of friends, for example only the initial person starting the ship is the only player that can invite one other player on their own ship, and thats it, that way it will prevent an entire server of friends being able to hog a server and just use it for grinding away (effectively making it a PVE server), this way you really will be able to join a server to help others to complete a voyage/quest that needs 2 crews, you wont have to rely on random encounters, you will also be able to just join in with another ship and start your own small fleet adventures, which I could see leading to much greater depth of gameplay.
