Works as of 7th of June, 2018.
As most players already know, the Order of Souls skeletons spawn where the Order of Souls battle theme music plays the loudest. Occasionally, players may find that they are standing in the middle of their spawn but no skeletons from the mission are spawning.
The easiest fix is for all players in a crew to kill themselves and be present on the Ferry of the Damned at the same time. It is recommended you die of fall damage or from drowning, however, you may choose to stand around a Gunpowder barrel and blow yourselves up to save time.
Once all 4 players are present on the Ferry of the Damned (or 2 if on a sloop), you can then respawn, and this will reset the stage of the quest you are in, spawning the skeletons back and resuming your progress.
Disclaimer:
Fix works as of 7th June, 2018 on both Order of Souls voyages and Athena's Fortune voyages (tested). May not work when there are players from another boat in the immediate proximity of the quest or too close to the island. Dying and respawning before all crew members are present on the Ferry of the Damned at the same time will not fix your issue. When skeletons are stuck in walls/in areas that you cannot kill them, this fix will reset their position and allow you to kill them properly.
