I searched for weeks for a solution. Now I found it, and wanted to help others with it, because I know, there are still many around with this issue. I don't know, if it also is an issue on XBox, but on PC it is.
Since the beginning I was only able to hear ingame voice and see chat only from my own crewmates. Others where quiet, and I could only see the pre defined texts. But finally I found, what was wrong. It is the following: Go to xbox.com (yes, the webseite, not the app, not the ingame settings), log in. Go to "Xbox Settings", and then "Privacy & Online Safety" and the first tab "Privacy". Under this, in the section "Others can", you will have the option:
**"Others can communicate with voice, text, or invites
Decide who to communicate with on Xbox Live using voice and text and also who sends you invitations to parties or clubs
This setting is about who you want to communicate with. To block or allow communications on a console, check the online safety settings in the other tabs."**
You MUST set this to "Everybody", at least on pc, to hear and read others ingame.
I used to turn this to "Friends", so only my friends could invite me to parties or clubs. But unfortunately it also affects ingame chat and voice behavior. I could hear and read my friends (aka crew), but no others.
