Tortuga related place

I personally think it would be awesome to have a place like tortuga. Where you can trade items, play games for money between teammates and other crews.
It would be a no kill place. Meaning no cannons, no guns, no swords, no blast barrels etc.
It would have to be small enough to where players couldn't just sit at this place while being chased.
Idk either that or have a table on the ship set up for game playing.
I'd love to give some of this gold I have away.
