Before I start - I don't want this to art out into an argument about PVP v PVE. So take those arguments elsewhere please.
The option for careers.
After all, pirates didn't chase other pirates, the chased after fat merchantmen, or where they suspected a good return for minimal effort.
You could start and have the choice of Pirate, Merchantman, or Navy.
Each with their own career path -

Start as a small trader, work your way up until you have a full sized clipper full of expensive cargo, with Navy escort for important cargo.

Start as a small time thief, work your way up to captain of a pirate ship with a crew of your own and treasure in abundance.

Start as a cabin boy on a navy vessel, work your way up to Admiral commanding a fleet. Jobs such as search and destroy, bounty hunts, escort services for rich merchantmen - again possibilities without end.
Each path with it's own rewards.
PVP exists in all cases to keep the pvp'ers happy.
There would still be quests and treasure hunts for all.
And it would be more in keeping with the way things were, instead of pirates chasing pirates.
The ability to make 'permanent' crews (much like clans or guilds), or certain divisions of navy would be an added bonus.
If not that, then at least NPC merchantmen and/or NPC Navy.
Bottom line is - more long term player satisfaction!
