Brig is not enough. When a crew member loses connection they just enter the game and AFK or do nothing but drop treasure. You just can't get rid of them. Even after you hand in all your treasure and try to continue your voyage, they just play music in the brig and do not allow your 4th to rejoin.
You should be able to kick them if you handed in the treasure or something...
