Are they actually doing something wrong though, I mean it's extremely lame but can they be reported for this? Or do we just have to wait for the option to remove players?
I am not sure if the OP is complaining about this, or just showing us the "dancing pirate" just for a bit if humour. The player is doing nothing wrong. He's on the ghost ship where he can do no harm, and others cannot harm him. If he's decided to go AFK on the ghost ship, how is that a problem, or how is it doing anything wrong?

I can answer your question.
This problem is only seen in Random matchmaking games.
1 2 or 3 people make a game and they get random people to fill up the boat.
This is what happens,
after 5-10 min a random entry will decide to jump out of the ship and get's eaten by sharks.
He goes to the ferry of the damned and places himself on a spot with a moving script or w/e and goes afk.
After 5-10 min the crew figures out that they are missing somone on the ship. They can't find him anywhere.
The crew can't get him in the bridge because you are incapable to do so when the target is on the ferry of the death. Plus there is no kicking option.
All the progress they have made would be lost if they would regroup in matchmaking. They cant kick him for being afk, and the game doesnt kick him because he is using a script.
The crew is forced to continue, finish the game and regroup as a team on matchmaking.
meanwhile the afker, doesnt mind. He will stay on the ferry of the damned till new players join his boat. After 3 more randoms join the game and start doing voyages, they will find themselves in the same situation as the crew that just left.
Conclusion:
SOT Afking is a broken mechanic where you can get progression by leaning on other players to do the work for you. And this should not be the case

Kind of ironic that he is probably off doing something interesting in real life while someone is in game watching and videoing him being AFK. LOL
If has something interesting to do in his life would be more worth to turn off his pc and save on the electricity bill instead of this

That player is doing everything wrong, because is ruining the game of other 3 people because they are forced to play without one man (because player 3 man galleon is a choice not a constriction and in this case is a constrinction).
They are forced to finish in 3 in they want to not lose their progress before restarting a new matchmaking.
I can comprehend someone who goes afk for some minutes because of something (dinner, lunch, bathroom, telephon call, the crying son, the wife who needs help and so on) but not people who stay afk hours and grabbing free rewards

Most likely playing another game while random people farm gold and reputation for him.
Knowing that the game kicks you after a certain period of inactivity, prolonged attempts to circumvent that are very much premeditated cheating in order to leech gold and rep off other players. Why anyone would bother is beyond me though - if you don't care about actually playing the game then why do you care about getting the gold and rep?? The world is full of fascinating people I guess...
@draun25 It wouldn't bother me, in fact I would probably join them since there is nothing that can be done about it. LOL
He's tying up a spot for a potential helpful crew mate to get free loot and rep. There is no worse griefing in the game right now.

And this is where we need to draw the line. I have been guilty of going afk for ten minutes or so to eat or something, and I cant afford to lose that ability. I just wouldnt be able to play unless its for three hours straight.
@ardent-38 I go AFK for diner and such too, but I always tell my crew members! Surely a crew would be understanding of a players real world tasks if kicking players became an option.

My Crew, [insert AFK crewmate's name here], View Gamercard, Report or Block, Report, Unsporting Behavior.
Inactivity is one of the examples given, so according to Microsoft yes, it is report-worthy.
